    A supply of energy and liberty inherent in our Structure has been that powers had been historically outlined narrowly, whereas rights had been left open-ended and outlined in such a fashion as to incorporate future enlargement.

    The Trump administration has turned this relationship on its head and now acts to outline its powers as open-ended and expansive, and acts to outline our rights on a slender and restricted scale.
